Powder Coated Exhaust Tips????????

Have any of you ever seen Powder Coated exhaust tips? Is it even possible?

 

I've seen people black out their exhaust tips on a "murdered" theme. Looks tight when the whole theme works, otherwise it looks like sheeite.

 

I'm sure knew this was coming, but what the hell is a murder theme or dare I ask?
