Check Oracal, Avery or 3M for the vinyl. They have it and I 've used it. The 3M vinyl has channels in the glue too, so it make getting air bubbles...
Warm (or hot) tap works fine. As long as your water runs clear, you're pretty much in good shape. I do these sort of installations about 4-5 times...
It doesn't need to be totally wet. The moisture just makes getting the airbubbles out pretty easily. I use 70% isopropyl alcohol and water instead...
