Ron, as with any legal proceeding or even an inquiry, one can plead to the 5th Amendment. The Fifth Amendment protects witnesses from being forced to incriminate themselves. To "plead the Fifth" is a refusal to answer a question because the response could form self incriminating evidence. "Pleading the 5th" also provides protection in that by invoking this right that assumptions of guilt or innocence can not be constructed.

I'm pleading the 5th in this matter to make Ryan re-think who the culprit(s) is/are.
